The Albemarle County Service Authority (ACSA) is governed by a six member Board of Directors who are appointed by the Board of Supervisors of Albemarle County, Virginia; each serving for a term of four years. The Board has a fiduciary responsibility which involves many functions such as appointing and providing administrative guidance to the Executive Director, consulting with management and overseeing the strategic and operational direction of the ACSA, approving all major financial decisions and protecting the interests of the ACSA and its customers.
Board meetings are held on the third Thursday of each month and are overseen by the Board Chairman. All meetings are open to the public, who are encouraged to provide comments and suggestions.

The Rivanna District is represented by Mr. Clarence Roberts, who also serves as our current Board Chairman. He has been a member of the Board since May 2004.
The White Hall District is represented by Mr. John Parcells. He has been a member of the Board since January 2020.
The Scottsville District is represented by Mr. Richard Armstrong. He has been a member of the Board since January 2016.
The Jack Jouett District is represented by Mr. Charles Tolbert. He has been a member of the Board since January 2014 and also serves as our Vice Chair.
The Samuel Miller District is represented by Dr. Lizbeth Palmer. She has been a member of the Board since January 2022.
The Rio District is represented by Mr. Nathan Moore. He has been a member of the Board since April, 2020.
Our Legal Counsel is James M. Bowling IV, of St. John, Bowling, Lawrence & Quagliana.
Our Executive Director and Board Secretary/Treasurer is Mr. Gary O’Connell.
