At Albemarle County Service Authority, we’re committed to helping our customers conserve water, protect the environment and reduce utility costs. Our conservation programs make it easy for you to take small steps that add up to significant savings. From rebates for high-efficiency toilets and rain barrels, to conservation kits that help reduce everyday water use, our programs make a big impact. A Royal Flush, Without the Extra Water: Toilet Rebate Program

Did you know that toilets account for up to 35% of indoor water use in a typical home? If your toilet was installed before 1994, it could be using 3.5 gallons per flush (gpf) or more—far more than today’s efficient models. 

That’s why we expanded our toilet rebate program beginning in January 2025! Customers can now receive a $150 rebate (previously $100) per toilet when they replace an older model with a WaterSense-labeled toilet. Toilets installed after January 1, 2025 qualify for a rebate—up to three per household.

By upgrading to a WaterSense toilet, you could save thousands of gallons of water per year, reducing both your water bill and environmental impact. WaterSense toilets are high-efficiency models certified by the Environmental Protection Agency (EPA) that use at least 20% less water than standard toilets while maintaining strong flushing power. Designed to prevent leaks and maximize water savings, these toilets typically use 1.28 gallons per flush or less. Compared to older models that use 3.5 gallons or more, choosing a WaterSense toilet is a simple yet effective way to conserve water without sacrificing functionality or comfort.

Rain, Rain, Don’t Go Away: Rain Barrel Rebate Program

Looking to make the most of Mother Nature’s free watering service? Our Rain Barrel Rebate Program gives you $30 per barrel (up to two) so you can collect and reuse rainwater like a pro.

Instead of letting rainwater run down your driveway and into the storm drain, a rain barrel lets you capture, store and reuse that water for free. These large, sealed containers sit beneath your downspout and collect rainwater that can later be used to water your garden, wash off muddy boots or even give your car a quick rinse. The best part? Rainwater is naturally soft and chemical-free, making it healthy for plants. Plus, by keeping excess water out of the storm drain, rain barrels help prevent flooding and reduce pollution in local waterways. A small change with a big impact!

To receive your rebate, simply install your rain barrel and submit a rebate form.

Drip, Drip, Hooray: Free Water-Saving Kits

Want to shrink your water bill without spending a dime? ACSA’s water conservation kits give you the tools to cut down on waste, improve efficiency and help the environment—all for free! Available upon request, these kits are packed with handy items designed to make a big impact. Items vary based upon availability and include (but are not limited to):

  • Water-saving showerheads: Enjoy the same great shower while using far less water. These reduce flow to 2.5 gpm or less, saving gallons with every rinse.
  • Faucet aerators: Attach one to your sink to cut water use by up to 75% without affecting performance!
  • Shower timers: Keep your showers short and sweet to prevent unnecessary waste.
  • Water displacement bags: These clever pouches fit inside your toilet tank, reducing water use per flush without affecting function.
  • Toilet dye tablets: Leaky toilets are silent water-wasters! Drop in a tablet to spot hidden leaks before they drain your wallet.
